Reading Assessment

The assessment for Grades K,1,2,3 shall include:

  • Kindergarten - reading readiness and phonological awareness.
  • 1st, 2nd, 3rd - fluency and accuracy of the student's reading.
  • Single statewide test given twice a year.
  • Additional assessments may be administered for the lowest 25% of reading progress.
  • The state K-3 assessment results (will be reported by district and school) annually to the SBOE, legislature, governor, and public.
  • Reading assessment scores shall be maintained in the permanent record of each student.
  • The administration of the state K-3 assessments is to be done in the local school districts by individuals chosen by the district other than the regular classroom teacher. All those who administer the assessments shall be trained by the SDE.
  • Curricular materials K-3 shall align with the Idaho Comprehensive Literacy Plan.

 

Reading Intervention

Each school district's board of trustees will establish an extended year (state board approved) reading program for students identified as below grade level on reading assessments in kindergarten through grade three.

 

  • Program shall be the equivalent of 40 hours of instruction.
  • Subject to appropriation, all instructional costs of the extended year reading intervention shall be reimbursed by the state with the exception of transportation which will be reimbursed at an amount not to exceed $30 per student per session.
  • SDE shall adopt reporting forms, establish reporting dates, and adopt such additional guidelines and standards as necessary to accomplish the goal of all students reading on grade level by grade 3.
  • Districts will apply for intervention program reimbursement based on a reporting procedure developed and administered by the SDE.
  • Intervention program participation and effectiveness by school and district will be presented annually to the state board, legislature, and governor.

(1) Teacher Preparation

  • Teacher preparation programs in the state of Idaho under the supervision of the SBOE will align to the Idaho Comprehensive Literacy Plan.
  • The SBOE will be responsible for the development of a single preservice assessment measure for all kindergarten through grade eight teacher preparation programs.
  • The preservice assessment must include a demonstration of teaching skills and knowledge congruent with current research on best reading practices.
  • The assessment must include a demonstration (performance-based) of:
    • How children acquire language
    • Basic sound structure of English
      • Phonological awareness
      • Phonemic awareness
    • Phonics
    • Structural Analysis
    • Semantics
    • Syntactics
    • How to select reading textbooks
    • How to use diagnostic tools and test data to improve teaching
 
  • The assessment must include the knowledge base of the reading process:
    • Phonological Awareness
    • Sound-symbol Correspondence
      • Intensive, systematic phonemes
    • Semantics
      • Meaning
    • Syntax
      • Grammar and language patterns
    • Pragmatics
      • Background knowledge and life experience
    • Comprehension
    • Critical Thinking
 
  • All teacher candidates shall pass the assessment as part of the graduation requirements for an Idaho teacher preparation program.
  • SBOE will report the number of preservice teachers taking and passing the performance-based reading assessment to the legislature and governor.
  • All costs shall be borne by the institution which administers the test and shall be shown as a line item in the appropriation request of the institution for the state reimbursement.

 

(2) In-service Programs

  • Each teacher (employed and named below) shall complete three credits of a single state approved reading instruction course based on the state approved research based Idaho Comprehensive Literacy Plan in order to recertify.
  • (in a classroom for) kindergarten through grade eight
    • Title I
    • Special Education
    • Administrator of a (K-8, Title I, Special Education) school.
  •  Courses that qualify for credit will be approved by the SDE.
  • These courses will be required only once for recertification and are to be part of the six credits necessary for recertification.
  • The SDE will provide a waiver of this requirement if the applicant successfully completes the reading assessment measure developed for the preservice purposes.
  • The SDE will establish a procedure to allow a waiver of this requirement if the applicant teaches in a secondary grade subject which does not directly involve teaching reading or writing.
  • Each school district board of trustees will include in its plan for in-service training:
  • (Coursework covering)
    • reading skills development
    • diagnostic tools for review and adjust instruction continuously
    • ability to identify students who need special help in reading.
 
Each district will submit their plan for in-service training in reading skills to the SDE for review
and approval, in a format specified by the SDE.
